Answer for USA, Canada and countries running a 60 Hertz supply service. One 240 volt receptacle fed from a two pole breaker from the distribution panel. The size of the breaker is determined by the load current and the wire sized accordingly.

You need a dedicated circuit for that. You cannot power a 220V device off 110V.

Can a 7a 125v power cord be used in China which is 240v?

No, it cannot.

Why are you not getting 240v between the two hot wires?

Because they are "in-phase". In order to get 240v, you need two 120v Alternating Current lines that are 180° out of phase, that is, opposite phases. Only when one line is +120v and the other -120v will you see 240v between the wires.

Can 110v tools be used with 240v without using a transformer by switching the plugs?

No. Trying this will likely destroy the tool and may likely cause injury. The plugs are made differently to prevent them from being connected to incorrect power sources.

Is there such a thing as a 240V switch because you need to run a dryer and cooktop-stove and only have one 240V line in your old condo building?

All 220 volt appliances must be on a dedicated circuit. The dryer will need to be on one circuit and the stove on another. You will need to run a dedicated wire from the fuse panel to the appliance you want to add, with a dedicated breaker. Anything else is a violation of code and a fire hazard. The larger question is whether the fuse/breaker panel even has enough capacity to support both appliances running simultaneously. A stove and a dryer each draw a lot of power. Combined, they could overload an old system. You may need to rewire the panel all the way back to where the building connects to the power company. Maybe your condo neighbors would all like to have their power panels rewired and upgraded at the same time!

How can you get 240V single phase power from a 240V 3 phase service Can you just connect to two poles of the 240V 3 phase service?

I'm sure this isn't what you want to hear, but you probably need to ask an electrician familiar with your service and what you want to connect. As a general answer, you can connect a 240v line to line resistive load like an electric water heater to any 240v source. If you also need the 240v to have 120v line to neutral, like a 240v electric stove that contains a 120v clock and oven light, then its possible if the 3 phase power is connected in a "high delta" configuration, and you connect to the correct leads. If you have a high delta service and want to ignore the 3-phase power service and wire most or all of the loads in the building as a single phase load, the utility may have to be consulted.
