You have to go to the Power Plant, which is located North of Lavender Town, or East of Cerulean City, and talk to the Manager. He will be standing beside the broken generator. He will tell you that someone stole the generator's main piece it needs to run properly. You have to travel to Cerulean City again, and find the Team Rocket Grunt, which should be in the Cerulean City Gym. He will run away. You have to go after him, to the golden bridge on Rout 24. off of Cerulean City's North exit. There will be a couple there. He will see you, and hide in between them. You talk to him, and he will battle you. He has a Lv. 39 Golbat. If you win, in return, he will tell you where he hid the generator part you are looking for. After you defeat him, go back to the Cerulean City Gym. Go up the right side to the very last of the Floating Tubes, beside the "Lane 3" swimming lane. Click it, and you will recieve the Generator Part. Take it back to the Power Plant, and give it to the Manager
