You use your Team Rocket Disguise to get in. Then, your rival comes in and blows your cover. Go up to 5f and find out what up's with the director. After you get the basement key, head to GoldenRod Tunnel. Open the door on 3f and go inside. Then showdown with team rocket executive.

∙ 12y agogo get a team rocket diguise at the memorial photo studio in the goldenrod tunnle, rival learns it is u so ur cover is blown so now u must fight grunts now, the directer is acting strange on the 5th floor and he is actuly executive petrel in disguise and he really wants to battle u for real, u battle him, if u beat him he will tell u were the directer is and u get the basement key. go to the goldenrod tunnle. after u get the card key from the directer (heal ur Pokemon now if needed)go unlock the locked door on the 3rd floor radio tower with it and battle the 2 exzecutives on the other side and continue up. on the radio tower observation deck battle exzecutive archer to stop team rocket(this was there attempt to get their former lkeader back)after that the directer gives u the rainbow wing for heart gold or the silver wing for soul silver. go to blackthorn city and get ur last gym badge and challenge the Pokemon league.
