We wouldn't really say that kind of thing, as it could be so easily misinterpreted as being ironical. Here are a few suggestions:

You would say "petite fille intelligente" in French.

For a boy, you would say "allemand" and for a girl, you would say "allemande" in French.

Clever is 'intelligent(e)' in French.
Tu es tres intelligent/intelligente (if you reffer to a girl)
pretty little girl is translated "jolie petite fille" in French.
"The beautiful little one" is "la belle petite" in French, if you are referring to a girl.
For one girl, it's petite fille. For more than one, it's ''petites filles''.
