People who believe in God usually believe that He is very powerful. He is beyond the "usual limits" - He is not bound by things that limit humans. He is "beyond the range of usual perception", that is, we can't know everything about Him. And He is "free from constraints of the material world". Some religions believe that God is part of this world, but that doesn't really make sense, especially if we believe that He made this world in the first place.
