The one exception would be if a house cleaning service sold or transferred a product to the homeowner such as a recommended brand of floor cleaner. If the house cleaner simply used some floor cleaner and then put the remaining product back in the truck or car and left with it, no sales tax is incurred. Note that they say that "most" services are not assessed sales tax in Illinois. I do not know of any services that are assessed sales tax in Illinois other than the exception above which they also discuss.
