it means that if you have a set of rules that you follow them and if somebody turns their back you still follow their rules instead of take advantage of the person that is there and also break the rules.
"You always are" is "Siempre eres".
They always were and always will be as long as they follow the rules. America welcomes them with open arms. Some people are not so nice to them sometimes but they are jerks and most Americans say "come on in".

It depends on how you are going to use it. Seguimiento means follow up, as in following something. Carta recordativa is used a written follow up. Siga means to follow. Seguir means follow, as in continuing to follow.
