The French equivalent of the English word 'cloud' is nuage. The French noun is in the masculine gender. So it takes the definite article 'le' for 'the' in the singular, and 'les' in the plural. It takes the indefinite article 'un' for 'a, one' in the singular, and 'des' in the plural. The plural form of the noun is 'nuages', which means 'clouds'.
Some people say that it is very rare. Truth be told this is NOT true. It is rare but not very rare. I have truly seen this a lot in my area. So, don't listen to the people who say it is very rare because they are lying (or they are blind). BTW, while i was writing this answer i saw 3 cloud to cloud lightnings.
Cloud seeding requires clouds and in hot countries such as Egypt or Africa. I doubt there are any clouds so i would say no cloud seeding is not for hot countries.
