If you mean in passive sense, like '(something) was stepped on' etc it would be 踏まれた /fu ma re ta/. It can also be used as a modifier, before a noun, meaning like 'trodden, stepped-on'.

If you mean the active/normal form, 踏む /fu mu/ is the main verb, and the past tense would be 踏んだ /fun da/ meaning 'stepped (on, onto etc)'.
