I'm not going to attempt to translate fractured English literally into German, but "Ich will Sie Küssen" is pretty close to the sentiment if not the actual wording. If you know the person in question well enough to make the kiss likely as opposed to some abstract longing, then "Ich will dich Küssen" is probably better. And "möchte" is possibly a better verb to use than "will". (The difference is approximately that between "would like to" and "want to".)
