In order to 'see' the Pokemon that is in the grass you should walk around in the grass. Walking around in grass makes Pokemon appear. I suppose if you mean actually seeing Pokemon in the grass without entering a battle, then it can't be done except in the beginning of the game when a Pokemon is attacking the professor.
