You must have chosen charmander as your starter Pokemon and beat the elite four and got the national dex and delivered the ruby and sapphire to celio. If you have accomplished all of this go to route 1 which is above pallet town and stay in the grass for a while eventually suicune will show its pretty face now use the masterball and you got it!
