There are two ways:

Trainer Battle:A fisherman on the the southn outskirts on Canlave I think he has a Lumineon I don't know.

Wild Battle:lumineon's are found in:Iron Island,Valley Windworks,Canlave City east,North,west and south outskirts and Sandgem Beach.
