Coin shops, pawn shops, some jewelry stores.
The value changes as market prices fluctuate. As of 20 October 2012, silver is worth $32.06/oz, so a 10 oz. silver bar is worth $320.60.
Silver prices change constantly. Right now I can buy a 10 oz bar from a major refiner for $313.80, sell them one of their own bars for $301.10, or a bar from another refiner for $295.90. These prices may be different in the morning and I would have to pay shipping charges both ways.
A silver bar with a purity of .999 typically weighs 1 kilogram (2.2 pounds) if it is a standard bar size. However, silver bars can also come in various weights, such as 10 ounces (approximately 0.28 kilograms) or 100 ounces (approximately 3.11 kilograms). The weight will depend on the specific bar size and form.
Ten Troy Ounces would be my guess, but it could be 10 grams. Doesn't it say what the unit of weight is? The .999 is the purity.
The value of one troy ounce of fine silver 999 from the Silver Trade Unit with Alaskan pipeline would depend on the current market price of silver. Silver prices fluctuate based on supply and demand in the market, so the value can vary each day.
My suggestion is to sell it on Ebay. If you are luck you can get more than Market price (spot price + premium.) Other option is to check with local Bullion dealers. You can find them on internet. Good Luck. :-)

Depending on the the condition of the silver (e.g. is it in a rough cast bar, jewelry or a bullion coin) and who you sell it to (e.g. coin dealer, jeweller, pawn shop), 10 ounces would probably net you around $100 - $120.
Well if it says .999 silver on the outer ring the weight is 1.19 oz if the .999 is on the inside silver part it is .55 oz of silver from what I was told.
The weight of 999 silver depends on the specific product, with common examples being a 1 oz silver coin weighing 31.1 grams or a 10 oz silver bar weighing 311.03 grams. The purity level is always 99.9% silver.
Silver is currently valued at about $13.50 per ounce. A dealer will buy single ounce bars or rounds for about $10 or sell them for about $16.
It is worth the price of silver on the day you buy/sell it plus a premium for a neat card, maybe 10% more...
899.110% off of 999= 10% discount applied to 999= 999 - (10% * 999)= 999 - (0.10 * 999)= 999 - 99.9= 899.1
