you can send it as a gift when you buy it, just you not click on the blue DOWNLOAD button, you will need to click on the blue GIFT button

if you already downloaded it, you can copy the vc game to an SD card, by clicking on the Wii button on the left, then click memory management

it is impossible to do, to download vc game on a wii and you put that game onto another wii, so the game remains on that wii, too, where you downloaded it
