You can only attach photos or videos to a documentin the Mail app. In IOS 6, hold your finger for 3 seconds where you type the message body. A Insert Photo or Video will then pop up, allowing you to select any photo or video in your iPad. You will have to use the share feature in other apps (if they have one) to send other types of files.
