You might be asking about the Playstation Network (PSN) because PS3 does not have Live. Live is what the Xbox 360 calls it's Network. PSN can be seen from a laptop or a PC and you can sign in to your PS3 or Playstation Network Account. You can not play online games and you do not have the same capabilities as from a PS3 for the Playstation Store. No you keep the same friends but they just do not belong to the same network as you anymore. But you can still talk to them etc. Nothing really changes apart from the fact your not so called in their network.
