The user needs an account and password and responds appropriately when ftp or telnet asks for the credentials.
You can stop telnet in windows XP by stopping and disabling the service that is tied to this program. Right-click my computer then click Manage and on the left windows pane click Services then scroll down on the right side until you see the telnet service.
