Its a real pain for a DYI but I'm getting their. Had to set mine about 24 degrees to get it right. Engines says 27.
go with 27 on the dwell and 4 btdc on timing

At least in the model year of 1971 the correct timing is set with the vacuum hose to the distrubutor disconected and the headlights on (not hi-beam) to 6 degrees... adjust dwell (point gap) before timing.
1965 Ford Mustang 170 cid, Spark plug gap, .034. Points gap, .025. Dwell, 37-42. With standard transmission, timing is 6 degrees BTDC. With automatic transmission, timing is 12 degrees BTDC.
