The 1990 grand marquis 5.0 has what they call an "AIC" motor. It's located on front left side of throttlebody. It has a PINCLE valve inside that gets dirty. Take it apart and clean with throttle body cleaner and disconnect the battery, wait 10 min, connect battery, start it up and let it idle for 5mins , then take it out for a brisk ride to let the CPU relearn.
This is not something that can be done by an amature. You need a timing light and tools. Take it to a mechanic to get it done right.

This year had a central fuel injection with the idle speed on the side of the throttle body in the form of a D.C. motor with mechanical adjustments.
check fuses then refer to the speed control sensor which is on the throttle body closest to the air intake hose that controls the engine idle and speed control. Good luck.

Likely the fuel filter is clogged so you need to change it. If you can keep the engine running by pumping throttle a few times at start up, and then it runs, check the filter; cost about $10.00. On My 1999 Mercury Grand Marquis I had to replace the Idle air control valve because it did stay running until it was warm
Idle air controllers are held on by two screws on one side of the EGR block. Remove the two screws, discard and replace the gasket and reattach. Should take about 10 minutes.
Try adjusting the idle using the idle screw on the butterfly valve of the air intake. It might be that the idle is just set too high. If that doesn't work, try adjusting the timing. If that still doesn't work, try replacing the Throttle Position Sensor, located right above the throttle body.
