the cold idle is controlled by the PCM ( power train control module) the computer of the car and idle is not adjustable.
i have a 2002 grand marquis and when i driving on the highway at speed of 60 to 70 the light of traction control star to flash way is the problem
on the transmission
check fuses then refer to the speed control sensor which is on the throttle body closest to the air intake hose that controls the engine idle and speed control. Good luck.
It's one of two switches located on the Break Pedal. One controls the Brake Lights and the other controls the Speed Control. Hope this helps

the ISC (IDLE SPEED CONTROL) valve needs 2 b cleaned that is located on the air intake 4 the fuel injection that is right behind the air intake hose on the side with 2 small bolts holding it on.

I believe it's >15 mph, I rear ended someone in my 2000 gm at a stop light going 10 and nothing happened, messed up my bumper tho.
