Take your inspection cover off of your bell housing on the right hand side there will be a little screw IF it is still there unscrew it. Then take off your injection pump timing cover on the face plate. Then turn the motor over by hand until you see a series of numbers on the fly wheel on the inspection cover when you have done this turn it to 23 degrees. Then you should see a hash mark on the timing gear on the injector pump line the hash mark up with the mark on the injection pump by loosening the three bolts that are 1/2 inch. Then take a 3/4 inch socket and turn the bold in the middle til the hash marks line up then tighten the three 1\2 inch bolts down and you should be timed up. IMPORTANT if they do not line up keep turning the motor till the the hash marks are close since the injection pump turns only 3 times slower then the motor does.
That is something that needs to be done by a proffessional. Take it to a shop that specializes in fuel pumps and injectors.
There is no ignition timing to set on a diesel. If you have somehow disturbed the injector timing you'll have to take it to a dealer, as setting that requires special equipment.
Yes it does have a timing belt. The timing belt is at the top front of the engine under the diagonal cover. The timing belt runs from the cam sprocket to the injector pump sprocket.
