It is normal time. Most of the world uses the 24 hour clock, rather than the 12 hour clock. As far as the 12 hour clock would go, that would be 4:30 PM. Anything you see over 13:00, just subtract 12, and you'll get the time you would on a 12 hour clock (PM).

How do I change my time on Eastern time instead of military
Hold down the TIME/ 12/24 button for 3-5 sec -> the hour will start to blink. Adjust that with the ADJUST/ CHANNEL button. When hitting TIME again the minutes will blink - adjust them then press TIME once more to make everything stop. Voila: time is adjusted. Next time the clock is checking the atomic time everything will probably be reset to were it once was, though...
