Wrong, on a 1995 Chevy Blazer, 4.3 cpi vin code W that was released OBD 1.5 midway through the year, the computer ADJUSTS the timing, it doesnt SET it. you have to time it first, and no its not pinned between the lower intake. there is a brownish tan wire looped inder the plastic below the glove box where the PCM(computer) is located, dissconnect it, then time it. no idea where it supposed to be timed at, that's actullay what im looking for on here. My truck has a 1999 block in it with the 95 CPI intake heads (bolt pattern was way different.) and the crank pully on the 99 only has one mark on it, the 1995 crank pully has two, you set it to the second one, which if i had to guess, its retarded about 5 to 8 degrees.
