You cannot shut down someone else's cell phone via a text message. Cell phones don't have that kind of capability built in. Certainly something like that (a built-in or programmable "feature" that would another phone to shut down the phone in question), but it's not a feature most people would want on a phone. Why would someone want a feature like that? It won't sell. Could a parent use the feature? Possibly, but a parent who wants more "say" in the use of a phone by their children would be told to find another way to deal with a problem if there is one. And no one wants some clown to be able to send a text message to shut their phone down. Anyone who wants to shut down another person's cell phone (via a text message or anything else) is malicious. It might be considered a prank or joke by the person shutting down another's phone. Consider how you'd like it played on you by someone else. Would you? Thought so.
There is no way to turn off a cellphone via text message. The phone must be physically turned off by pressing the power button.

This depends on the situation. If you are out of a service area, sometimes you can text a message and still get it sent. If you are shut off due to an unpaid bill, you will not be able to send text messages.
