It is just across the drawbridge from the Hub. When you cross the bridge, use the controls that raise and lower the ball. Raising it all the way up, then bringing it down hard, is how you crack open the underground path to the production zone (botanical research lab).
Tip the maze around to let the ball fall down the path, until it reaches the center. After three mazes, you have restored the power and can climb the Hub to the main switch, and then up to the Captain's elevator.
