first you have to go to the power plant by using surf. then talk to every on there. then talk to the guard. then go back to were misty is. battle the guy on the bridge. then go to the very top of the bridge the go as right as you can till you see a mountain. talk to girl on the mountain. its misty. then go to the gym. beat the gym. the go back to the top left and look down. click A and you found the missing power plant peace.
trust me that this is trough I beat sixteen gyms and the person who asked this only beat nine.

Here's how:
After talking to the power plant workers, when you go to leave, the policeman says that a shady figure was spotted in Cerulean. Go to the Cerulean gym. Notice the team rocket grunt, he freaks out. Go to that yellow bridge (north of Cerulean), he'll hide between that couple. Talk to him, he'll battle you. Win, then you get the missing power plant part. Go back to the power plant talk to the manager, give him the missing part. The power plant is fixed.

∙ 11y agoOk first you have to go to the power plant and talk to the people there. Then as you walk out the people get a phone call. It's Cerulean city telling them that there is a shady character (a team rocket grunt) has been sighted around the gym. you go into the gym and find him. he runs out and you have to follow him. Keep following him until he gets in between a couple on the bridge - that's where you battle him. When you win you go back into the gym and go around to the back where there is a inner tube next to an umbrella. Walk over to the side closest to the pool and press A. You will find the missing part or something like that. Then bring it to the guy and he gives you the TM charge beam and... voilà! you can then ride on the magnet train and stuff.
