after u catch articuno, moltres then go to the place called Power Plant. Power Plant is located at the place near rock tunnel. u can use fly to rock tunnel's Pokemon center then walk up (don't go in rock tunnel) u will c a river use surf and follow the river then u will get to power plant.

You must first get the HM containing surf from the Safari Zone.Then go to the Rock Tunnel,but don't enter it,when you see the Pokemon Center,go right and up,following the river,use surf and go far right,then down till you see land.Keep going down on the land until you hit the river again,then left and up until you see the power plant,inside,you ask?Well,it's the home of the legendary bird,Zapdos!
At the Power Plant. When you go to the entrance of Rock Tunnel, there will be water. Surf on that and it will take you to the Power Plant.

∙ 12y agoZapdos is located near the Power Plant. After you have defeated the Pokemon League again, Zapdos will appear there. Make sure to bring plenty of ultra balls and, if necessary, a master ball. Do not forget to save before you battle him, as well. If you do not save, killing him will result in you never being able to catch him.
