You can go for searching the helicopters on the roof tops.You can find one on the top of Hyman Condo in downtown and other on top of Diaz mansion.You can Google for the other locations of the helicopters.

i have a better idea . download the gta vc trainer. in the menu swamp activate hunter. see the key combination and apply it in the game when the trainer is running.

otherwise yo get one over vercetti mansion and the asset near hymanus cardo . even after you complete 100 packages you get one at army head-quarters . also at downtown police station and at media office one the mainland ,just after you leave the film stations bridge.
You can't but you can find these two planes a dodo plane,and a sea plane.

You cannot spawn a helicopter with a cheat so you need a trainer to do so.You can download the ultimate trainer to do that job.Google for the trainer but do not download from mofunzone.com as its files are infected with virus.

go to the vice city and then go where the fire truck is and then you will see a police car and then turn right and then you will see stairs and when you go up you will see a helicopter

The only way you can helicopter is to find it in the city.The locations are simple Hyman Condo and Vercetti Mansion.There are many other locations which you can find at ign.com .
