How do you spawn an ender dragon in minecraft 1.4.2?

You have to build an End Portal.

First you have to find a Stronghold. (Underground)

And it should have some End Portal frames in it.

Then, you get an an Eye of Ender, and place it in every End Portal Frame block of a specific portal, the portal activates, and you can go the End of minecraft, and play with the Dragon! :)

This really depends on whether or not you have access to Operator commands. If so you just write the following command:

/summon EnderDragon

Be cautious: Ender Dragons have 100 hearts of health and break any blocks they come into contact with (save endstone and obsidian.)

As far as I am concerned, the only way to get one on vanilla survival is to go to "The End." If you do want to "cheat" you can open a LAN world and turn cheats on. You will then be able to write the command shown above.

You can't unless you're using some sort of world-editing program. There is only one ender dragon per world, and it is in The End.
