Go to the Extras feature at the main menu and select the "Uplay" option. Clicking this will connect you to the Uplay marketplace, where you can spend action points on downloadable content for Assassin's Creed: Revelations (and other Ubisoft titles).

You cannot unlock the costume in game. The only way to unlock the costume is by spending Uplay points through the in-game interface.
