To spend your talent points, hit the Talent interface button ("n" by default). This will bring up the Talent interface gui. After that all you have to do is decide what tree you want to spend your points in, and that all depends on what class you are and what specialization you want to be. That would take a whole website dedicated to that. See the related links for some sites that will help you decide.
They are not used for anything, simply something to show how much you have progressed through the game (How much you have achieved).

There is currently no reward for completing all achievements, nor can you spend achievement points on rewards. That said, those who managed to get 9001 or more achievement points get a special achievement called "It's over 9000!", which is a reference to a popular internet meme.

Talric Forthright is the Alliance justice point vendor. He is located in Stormwind City, in the Command Center (hear the hunter trainers in the Old Town section).
There is no achievement called ¨Bomberman¨, Andthere is no such thing as patch 4.5.
The Observed achievement in WoW can be earned twice by defeating Algalon the Observer. Once in a 10 man team and a second time in a 25 man team. Algalon the Observer is an additional boss that is unlocked after defeating other bosses on hard mode.
