It depends on what you will be working on, your budget and personal preference. A Radial Arm saw can accomplish most of your precision cuts. Router could come in handy as well. Small table saw might be nice; Band saw; Scroll saw; Drill press; Assorted woodworking hand tool; Belt and wheel sander; etc. If I was going to set up a woodshop for small crafts, I'd first have to decide whether I was going to make turnings, boxes or toys. For turnings, I'd have a lathe, table saw and planer. Boxes? Table saw, planer, stationary sander and table-mounted router. For toys, I'd add a band saw to the box shop.
That's impossible to answer since you haven't indicated the size of the table saw. Table saws are available with relatively small motors up to the monsters used in industry. You'd get far more accurate information if you just look at the specification plate for the saw or motor. If the saw doesn't show the current draw, then look at the motor. There should be a metal plate on the motor that states the power consumption.
