The Broken Steel DLCs quests begin directly after the final quest in Fallout 3's Main Storyline.
However, Broken Steel also adds new locations, enemies, raises the level cap to 30 and adds additional perks.. These can be accessed before completing the Main Storyline.
Once the DLC is installed on your storage device, you must complete the main quest; *SPOILER* ~go in to the chamber and die.~ *SPOILER*
Watch the end cut scene and when it is over you will find your self waking up a couple of weeks/months later (can't remember which).
Once you beat the game it will start itself.
Currently there is no legal way to download any of the DLC unless you have the PC and you wish to download it illegally.

NO! You can get a Fallout 3 disc for PC, but you have to pay for it. And you can't download it. That would probably take up too much gigabites, anyways.

There's a ton of sites, just look up "Fallout 1/2 Torrent." Download qbittorent first so you can download the torrent. If it comes in an .iso file, open it with winrar.
