If you formatted the drive that contained the main operating system you will need to boot off of a CD, DVD, floppy or USB drive that contains an operating system such as a system restore disk that came with the computer, a commercial operating system disk such as Windows XP or a free Linux 'Live CD' such as Ubuntu or openSUSE.
If your computer is not recognizing the CD/DVD drive as a boot device you will need to add the CD/DVD drive as a boot device in your computer's BIOS.
When you computer first turns on your will need to hit a specific key on your keyboard (a lot of times the 'delete' key) to enter 'setup' (aka the BIOS). Refer to the instructions for your particular BIOS to add the CD/DVD drive as a boot device (more info here http://www.hiren.info/pages/bios-boot-cdrom)
If you want to format your computer without using a CD drive it is no problem. All you need is a floppy ROM. Insert a floppy disk into your computer, then go to My Computer, right click on floppy ROM icon, and click format. Click the quick format check box and click create a start up disk or create format disk check box. Next click start. Now your format dist is ready. Restart your system, set your first boot to start computer with floppy ROM support from BIOS, then save and exit. Now start your computer with floppy support. Enter, then choose start computer with prompt after just hit the Y and N buttons later. You have to write A:\>Format C or D the click enter.
Start-->Computer-->right-click on drive-->Format-->Ok

I'm not sure what you mean. But if you mean that you want to format a hard drive or partion which is not a system file disk/partion. Then it's really easy to do. Start My Computer, right click on the hard drive/partion which you want to format and choose format, then choose file system which you prefer to format, and press ok/start.

I do not understand the format of your improperly worded grammar. Please rephrase the question in a correct format (AKA: what are you trying to get on your computer?)
When a computer is formatted, everything in it is erased. People usually format their computers to get rid of viruses.
