Someone who states they have no religion may either be an atheist or simply be someone who may believe in a god or other supernatural force but doesn't follow any organized religion.
An atheist is simply someone who does not believe in a god or gods. They have examined their world and find no evidence of the existence of a god.
There are also many people who claim to be "spiritual but not religious." They believe in some greater power but they do not belong to a specific religion.
