How I stopped sucking my fingers is I went down to my local shop (Tesco), and brought a glove, bandage, and a safety pin to secure the bandage in place. Every night I go to bed I put the glove, bandage and safety pin on to stop myself from sucking my finger. I have done this for about the past 6 months and it has really helped. When i am fast asleep my mum comes and checks if i have still got the bandage on and have not pulled it off in the middle of the night. About a year ago now I went to the dentist (this was when i was sucking my fingers) and they referred me to and orthodontist. And now in three days i am having braces fitted as my teeth are not grown propley. I would advise your sister to use that way cause surley she does not want to have teeth that are grown properly.
