Based on some demonstrations I've seen regarding the olfactory sense of dogs (especially when it comes to detecting skin cancer), I doubt that an "accident" site could be cleaned to the point that a dog can no longer detect it, but I think there are scents on the market that repel dogs while being indiscernible to humans.
