The best way - get new wipers. you can try to clean them but it won't last very long.

push the wiper lever away from you. this washes the rear windscreen and starts the wiper. push the lever away from you again to stop the wiper.

You may just need to change the wiper blade on the driver's side. Try this first and then take it to a mechanic to have it properly diagnosed.
Most likely, either the linkage to the wiper has become disconnected (or broken), or the wiper pivot is stripped out.
first remove wiper arms from vehicle next with ignition on, turn wipers on then off. the wiper motor will stop at the down position. replace wiper arms onto shaft ,in the correct down position where you want them. now with ignition on, try wipers again,to check if in the stop position you want them.
remove wiper arm from shaft.with ignition on, run wiper then switch wiper to off.this will return wiper shaft to the stop position.reinstall wiper arm to shaft with it sitting so as not to be touching frame. try your wipers again. this should fix problem unless you have replaced wiper arms with new ones that are the incorrect length
