Stringing bows is simple.
Assuming you already have your unstrung bow, head to Seers' Village and pick some flax. Take it to any spinning wheel in RuneScape (there's one conveniently placed in Seers' Village, next to the graveyard) to spin into a bowstring.
You can then use this newly-created bowstring on the unstrung bow, an action which strings the bow into the complete product. Bowstrings are tradeable and can be bought in bulk via the Grand Exchange.
