If you discard him to the graveyard by an effect of a card (NOT a 'cost'), then you can special summon him from the graveyard. So Dark World Lightning would let you special summon him, discarding a card is part of the effect and not an activation cost. But discarding him for Dark Core, which is a cost, would not let him summon himself.
If it is an opponent's effect that causes you to discard him, then as above you can target up to two of the opponent's cards, then special summon Goldd and destroy the targets, if any.
