In The Sims and The Sims 2, families go into the family bin when they are moved out of a residential lot. In The Sims 3, families have unlimited uses, meaning that they will only disappear out of the bin if deleted.

Sims 3 is a computer simulation game. It is modeled on controlling simulated people in career, love and family as the user wishes. Sims 3 also features aliens that be added to homes and families for control.

You can create as many families as you want, however you can only play one household at a time, unlike Sims 2, where you can control the whole town at the same time, by going to different households.
Of course! If you want to have another child, there is no rule stopping it! How else do you think some families have 4/5 children?
