First, go to the second floor then go to the third floor using the stairs in the back. Use the secret switch on the statue and fall down the hole to the left of the scientist trainer. Now battle the trainer and go down. You should see a staircase to the basement.
When I did it on Leaf/Green, the way I did it was: Start on top and go from left to right and go down until I have found the first switch. If it is on the top row do the second switch right under it. If it is on the bottom row for the first switch then try right above. After you beat the trainer on the right side that near the trash can, he would say something to you and give advise like: the second switch is next to the first one: or something like that, but whatever it was it meant that "If you find the first switch, then you will find the second switch next to it." I never tried this before, but probably the best way is to use Pokemon trainer and switch Pokemon right when he uses it

Whenever you first select the Pokemon trainer on the menu you can select which Pokemon you want to start off with by clicking on their picture. When you are in the middle of a fight all you have to do is push down and b. (You cannot switch Pokemon in midair) If you stop moving your Pokemon might act tired or they might be droopy. This is a sign that your Pokemon is tired and its attack isn't as strong as it could be. All you have to do is battle with a different Pokemon for a while and then the other Pokemon will be rested up.
