Apple no longer writes the Windows version of iTunes in mind because Windows 2000 is rapidly declining in usage share, so the number of people who both use Windows 2000 and want iTunes is very small. Apple provides an older version of iTunes on their website.
There is no upgrade path from Windows ME to Windows 2000. You would have to reformat the hard drive to remove ME before you install Windows 2000 from scratch.

Windows 2000 can be upgraded directly using Windows XP Professional or Windows Server 2003. The newest operating system in it's class is Windows Vista Business or Windows Server 2008, depending on whether you are using Professional or Server, respectively.

First off, what are you even doing with a Windows 2000 operating system? You should get Windows 7. Second, theoretically, it COULD work, but if you're using an original Windows 2000 computer, the graphics card isn't powerful enough. My advice: upgrade. Or wait 2 months for Windows 8.
No i do not think so. I am pretty sure it will import it anyways which is why i like foobar 2000 It really emphasizes the whole point of owning a PC you make your computer as smart as yourself.
