If you are attempting to sync music audio with the video in Windows Movie Maker, it is not an easy task. Windows Movie Maker is a very basic editing program with limited features.
The best way to achieve what you are asking is to Split video/audio clips along the time-line and keep moving them until you get close to the synced effects you want. I will be the first to admit, this is no easy task.

∙ 10y agoIn a video editing program (Adobe Premiere Pro for this example) drag both the audio and video to the timeline and have them start at about the same place on the timeline. Open the soundwave graph for the audio and play them both at the same time for a small portion of the video. Look at the speaker's lips for recogizable shapes for letters like P, B, T, O, or M (you may have to look in the mirror while talking to become familiar with the mouth shapes) to help recognize where certain types of sounds are. Then also look in the wave graph for places where the audio wave spikes the highest, that is often where someone is using a forceful sounds or approximately where a word begins. You will have to switch back and forth between looking at the graph and the person's mouth while playing portions of the audio & video back at the same time, then move the audio file on the timeline, and repeat the process until they appear to match up properly.
