If you take Niko to Helitours, in the south of Algonquin (it is marked on the map once Algonquin is unlocked), approach one of the stationary helicopters and press and hold triangle so that Niko can become a passenger for the helicopter tour. Don't tap triangle, because Niko will jack the chopper instead.
There is a charge for the tour (I think it is $150).
