How do you take an oil pan off of an 2001 Dodge Stratus SE 4 Door you have all of the bolts off but one you cannot get to it from any angle because of a tight fit for the tools?

You need to removed the structural collar and the torque reaction bracket that is attached to the front engine mount. Once these are out, you'll be able to access the rest of the bolts, just did mine last weekend - same car.
