To many steps to list here. I recomend purchasing a shop manual for that vehicle if you intend on doing this job yourself. It will be well worth the investment.

YES you do. That's the only way.
you have to take the transmissionpan off and it is located at the end closest to the engine.
Be sure the dash illumination dimmer switch is not turned off.
The dash light dimmer switch is turned off or bad or the fuse is blown
TAKE ALL THE SCREWS OUT THAT GO STRAIGHT IN THE DASH THAT HOLDS THE BOTTOM OF THE LOWER DASH, THEN PULL DRIVERS KNEE SHIELD OFF FROM THE TOP TAKE ASHTRY OFF TWO SCREW STRAIGHT IN ON THE BOTTOM PULL AT THE TOP, TAKE LITTLE SIDE PANEL OFF THE PASSNGER SIDE....THEN START FROM MIDDLE AND PULL SROUT OFF AROUND RADIO (NO SCREWS IN THIS) ALL THE WAY ACROSS UNTIL YOU GET THE DASH OFF
There is a a button on the left side of the dash that says dome override.
If the windshield wipers won't turn off on a 2000 Chevy Blazer, check the wiper relay switch. This is usually located in the engine compartment fuse box on top of the battery.
If the dash lights go on and off and the heat won't turn off and electrical noise is coming from the heater, there could be a short in the wiring on a 1998 Blazer. This is also possible if the ground wire for these items is not longer attached.
Check the fuses, check the bulbs but first, be sure the dash light dimmer control is not turned off.
The easiest way to get to them is to take the front wheels off. you can get to them with the wheels on but the middle one on each side is a pain. if you take the wheels off and look up at the motor you will see where the plug wires go in.
