It's a pain, I just did it not even 5 minutes ago, heres how in steps.
1. Remove the 3 screws from the bottom of the door panel.
2. Remove the single screw on the upper left-hand side of the door panel.
3. Using a flathead screwdriver or similar tool, open the compartment underneath the cup behind the window control. Remove both screws.
4. In the middle of the door is the door handle and lock, behind that there is a black piece of plastic, this has to be removed as there is a screw behind it. To remove it, put the screwdriver in between the decorative trim and this black piece on the right hand side. The piece should pop off fairly easy. Remove the screw behind it.
5. Move your hands along the edge of the door panel, and pop out the white plastic connectors. Don't be afraid to use some muscle. Once all the connectors are undone, the door panel should just come off.
6. Don't forget to disconnect the wiring connectors from the door if you plan on moving the panel further than 6 or so inches from the door panel.

Unscrew the door lock.Remove the door pull.Take out any remaining screws on the door panel.Remove the master power switch.Pull the panel from the door.
It is down on the kick panel in front of the drivers door.

Open the drivers door and look at the lower dash and you will see a panel that can be removed and that is where you will find the fuse.

That's where it's supposed to be , 2001 4 door Explorers had the fuse panel on the drivers end of the dash ( the fuse panel plastic cover was visible when you opened the drivers door ) and the re - designed 2002 model has the fuse panel under the instrument panel on the drivers side
Open the drivers door and on the drivers end of the dash you will see a removable plastic fuse box cover panel , the fuses are behind the plastic panel
Open the drivers door , you should see a removable plastic fuse panel cover in the drivers end of the dash , the fuse panel is behind the cover
