There are several philips-head screws to remove around the bottom and back, then it is mostly a matter of pulling firmly without breaking the (plastic) panel. To completely remove the panel, you will have to unscrew and remove the "pocket" in the armrest and the door-opening lever.

Under the seat there is a axcess panel through the floorboard to the fuel pump. Un hook the fuel lines and wiring, remove the screws that hold the pump to the tank. Lift out the pump from the tank. The pressure regulator is on top of the pump.
